He seems meticulous about his cloud gazing and loves being alone. So, when a dog starts hanging around he doesn't immediately love the idea.
I think this book would best resonate with sweet introverted children. Those children that can sit and colour or play an instrument for hours and would rather play alone than meet up with a group of friends. The story doesn't belittle loners or have an ending where he/she reluctantly joins a group of kids to play. In fact, Franklin is quite happy and content but eventually realises maybe- just MAYBE- once in a while it is nice to have some company (in this case in the form of a dog).
